POSITION EMPHASIS:
  The position supports the NEA’s strategic objective to focus the energy and resources of its 3 million members toward the promotion of public education by administering program activities related to employee/labor relations, work¬force planning, professional development, wellness, and staffing/recruitment.

POSITION SUMMARY: The essential functions of this position involve responsibility for developing, managing, and administering a broad range of human resources programs and services.  Primary responsibility includes leading and managing a broad Employee and Labor Relations Program, including preparations for negotiations and bargaining and administering three collective bargaining agreements with employee/staff unions; promoting and maintaining collaborative relationships with employee/staff unions; serving as management representative on various joint labor-management committees and in various joint processes, as well in the negotiated grievance procedures; providing advice, counsel, training and support to NEA managers and staff; leading efforts in conflict management; coaching managers in strategies and practices to deal with employee relations issues, including performance and behavioral issues; managing the staffing, recruitment, classification, wellness, professional/staff development and workforce planning programs and staff; assisting in the development of policy analysis and strategy on negotiated salary compensation and benefit programs.  The incumbent is responsible for developing and ensuring compliance with personnel policies and practices; implementing the performance management system and the rewards and recognition program.  Other activities may include consultation and support to state and local affiliates regarding current issues, in-depth analysis of emerging bargaining issues, and coordination of efforts to promote effective collective bargaining.  To carry out responsibilities, the incumbent uses a personal computer and associated software and travels occasionally.

MINIMUM EDUCATION REQUIREMENT:  Bachelor’s degree in Human Resources, or a related field, or an equivalent combination of education and experience from which comparable knowledge and skills may be acquired.  MINIMUM QUALIFICATIONS:  Five years of professional experience in Human Resources as a human resources manager, with concentration in employee/labor relations, negotiations, workforce planning, staffing/recruitment, training, compensation, and performance management.  Demonstrated skill in human resources policy and program development/implementation, especially in the areas of employee and labor relations.  Experience must include employment and labor law and regulatory practices; experience developing/implementing personnel policies and practices; developing and conducting employment related presentations or orientations. Skill in coaching, motivating, and directing others and team-building work. OTHER REQUIREMENTS:  Must be able to work extended hours.  Occasional travel required. Writing samples may be required at time of interview.

TIER 1 (Essential):  Extensive experience with, and knowledge of, collective bargaining and compensation principles and processes.  Experience with Interest-based bargaining and problem-solving. Experience in developing and promoting highly collaborative labor-management relationships. Demonstrated skill and experience in coaching, mentoring, and developing managers and staff.  Demonstrated experience in using workplace data and analytics to drive workforce planning decisions.  Demonstrated experience in resolving employee relations issues.  Demonstrated successful analytical and critical thinking skills.  Effective written and oral communication skills, including developing and delivering presentations.  Demonstrated high-level interpersonal skills; ability to work independently and collaboratively with others; successful experience working with and training highly diverse adult populations.  Proven flexibility and effectiveness in handling multiple and complex projects simultaneously under stringent timeframes and changing priorities/conditions.  Proven success in resolving complex diversity, team, and interpersonal issues, and in negotiating successful outcomes with stakeholders.  Demonstrated ability to handle confidential matters with discretion.  Demonstrated high integrity and good judgment. Knowledge of employment, labor and other laws relative to recruitment, classification, and human resources.  Successful references.  TIER 2 (Significant):  Experience working for an association, union or membership organization. Experience with wellness initiatives, conflict resolution, mediation, and facilitated conversations. Experience developing training materials.  TIER 3 (Desirable):  Knowledge of current and emerging education issues and practices.  Knowledge of NEA and its strategic priorities, programs, and affiliates. Master’s degree in human resources, organizational development or education.  Knowledge of HR’s mission and its strategic alignment.
