Intercity Transit is currently recruiting for the fulltime position of Senior Labor Relations Analyst in the Human Resources division. The Analyst will lead and perform complex professional-level analytical functions and coordination for human resources programs and projects, with expertise in labor relations and one or more HR functions, including recruitment, compensation administration, health and welfare programs, drug and alcohol programs, and workers’ compensation. The agency has two interest-arbitration eligible labor groups (ATU and IAM), and is supported by a total workforce of approximately 325 employees. Excellent benefits include health insurance, PERS and deferred comp retirement plans, and paid sick and vacation leave. Wage range is $70,819-95,606 annually.

RESPONSIBILITIES/DUTIES

  • Lead the labor relations program and implement labor strategies that advance the priorities of the agency and support a sustainable labor relations program; administer and interpret collective bargaining agreements.
  • Cultivate collaborative and productive relationships with stakeholders and utilize effective interpersonal and formal presentations skills to build trust, influence outcomes, and ensure successful implementation of labor relations strategies.
  • Serve as agency’s Drug and Alcohol Program Manager, ensuring compliance with federal mandated FTA regulations, including policy and procedural compliance. 
  • Manage workers’ compensation program; monitor employee claims and resolve complex issues.
  • Manage claims administration of employee events and accidents.
  • Manage recruitment and selection processes.
  • Conduct or lead investigations into serious and/or complex employment matters, including internal and external complaints, grievances, misconduct allegations, policy violations, and illegal discrimination. 
  • Provide counsel, training, and technical assistance to employees, supervisors, and management on employment law and employment and contract related issues. Ensure agency compliance with established policies, procedures and rules, as well as State and Federal laws and regulations.

  • Demonstrated ability to foster a participatory organizational climate that is open, positive, and supportive.
  • Knowledge of principles and practices of employee and labor relations and public sector collective bargaining.
  • Ability to effectively plan, organize, prioritize, work independently and meet deadlines; strong attention to detail and excellent follow-through.

OTHER QUALIFICATIONS

  • Bachelor’s Degree in Business Administration or a related field.
  • 5 years professional HR experience; labor relations experience with interest-arbitration eligible groups preferred; an equivalent combination of education and experience may be considered.
  • Must be willing to submit to a criminal background investigation, the results of which must meet the agency’s hiring criteria.
