Responsible for supporting labor agreement administration in a team environment, including serving as: a primary spokesperson in meetings with Labor Representatives, a business partner to management in implementing change and an advocate in arbitration.  

Investigates and researches areas of concern arising in the business of labor relations and responsible for preparing the timely decisions on claim, grievance and discipline appeals.  May also be responsible for preparation of briefs and arbitration advocacy. Acts as Amtrak’s spokesperson in meetings with Labor Representatives to settle claims and grievances on behalf of the Highest Designated Officer. Supports and responds to inquiries from managers about interpretations of labor agreements; conducts problem solving in the labor relations area amongst managers and/or union representatives to improve relations and meet business needs; and participates in special projects in furtherance of cross functional/department initiatives at corporate and divisional levels. May assist Labor Relations leaders in preparing for negotiations, to include drafting of agreements and second chair opportunities. May assist or be assigned to develop and implement training programs.  
College degree in Business Administration, Industrial or Labor Relations or equivalent combination of education, training, and/or experience. 3 or more years in Labor Relations or relevant fields, such as contract administration, grievance handling, problem resolution and/or counsel and advice to line managers.

• Ability to manage difficult or emotional people
• Proficiency with databases and search engines, Microsoft Office, including Outlook, Word, Excel, PowerPoint, 
• Comprehension of general labor agreements, principles of contract construction and relevant legal guidelines
• Analytical skills to evaluate relevant legal guidelines and correctly apply those principles to relevant facts
• Ability to produce high volume and quality work within contractual deadlines.   
• Ability to work independently, self-motivated 
• Experience in handling a high-profile employee disciplinary matter
• Relevant experience in exercising discretionary judgment. 


• Advanced degree (i.e., Master’s Degree in Business, Industrial Relations, Legal, HR, Communications, or JD)
• 5 to 9 years work experience in railroad or transportation industry labor relations functions
• Knowledge of railroad and labor and employment laws, such as: RLA, FRSA, FRA, EEOC, FMLA, ADA, OSHA 
• Knowledge of Amtrak labor agreements

Must have excellent verbal and written communication skills. 

This position is a tiered position. Incumbents will have a position level assigned based on their skills and experience, and in alignment with position development plans. Position placement is at Amtrak’s sole and absolute discretion.
