Salary:  $77,453.00 - $141,566 (effective 12/8/2019 – there will be a 2.25% cost of living adjustment)

Montgomery County Government, Maryland is seeking applications for the Division Chief of Collective Bargaining and Collaborative Programs. Reporting to the Chief Labor Relations Officer, the Division Chief will manage a primary function of the Office including leading labor-management negotiations and joint activities and recommending policies, procedures, and strategies to the CLRO and other appropriate County officials.  The manager will direct a team of HR professionals preparing for and conducting negotiations, leading joint labor-management committees, programs, and other activities, participating in the administration, processing and resolution of grievances and other complaints, and administering the collective bargaining agreements (CBAs).

Duties include:

  • Leading preparation for and conducting collective bargaining, including issue identification and proposal development, strategy development, issue research, bargaining logistics, development of contract language, adherence to statutory requirements, production of collective bargaining agreements.
  • Ensuring the timely production and availability of CBAs.
  • Leading County management's participation in joint activities, programs and committees, including Labor-Management Relations Committees, joint committees and workgroups, the Conflict Facilitation Program, and other joint activities.
  • Identifying and leading development and implementation of new joint labor-management collaborations.
  • Ensuring compliance with CBAs, MOAs/MOUs and other mutual agreements.
  • Overseeing review, processing and disposition of grievances, including from the negotiated grievance procedure and other County grievance procedures.
  • Advising and assisting departments and management staff on CBA and labor-management issues.
  • Overseeing training conducted by Division staff.
  • Reviewing and interpreting appropriate statutes, regulations, CBAs, policies and procedures.
  • Supervising Division staff, including assigning and reviewing work, evaluating performance, recommending personnel actions to the CLRO, or other appropriate management officials.

Required Qualifications:

Experience: Five years of responsible professional experience in labor and employee relations or a related field.

Education: Graduation from an accredited college or university with a Bachelor's Degree.

Equivalency: An equivalent amount of education and experience may be substituted.
