Montgomery County’s Department of Fire and Rescue Service serves to enhance public safety and support quality of life through direct immersion in our communities, effectively blending outreach and education, and by leveraging our career and volunteer workforce to deliver exceptional services and improve our resiliency to meet increase challenges.  In order to deliver services to our customers with impartiality and excellence, we are seeking candidates to fill a Program Manager II position within the Human Resources Division.  The Program Manager II will provide management of three core program areas (1) recruitment, hiring and selection of fire and rescue personnel (civilian and uniformed recruits); (2) the management of Family Medical Leave Act (FMLA) and Uniformed Services Employment and Reemployment Rights Act (USERR) leave programs for the department; and integrated support of FRS labor relations.  Specific responsibilities include, but are not limited to:

  • Providing direct oversight of FRS recruitment efforts ensuring the department follows best practices; Managing the hiring and selection of FRS civilian and uniformed recruits.
  • Analyzing hiring and selection data to isolate trends in hiring outcomes.
  • Making recommendations to the Section Chief for identified process change needs and improvements.
  • Providing research, analysis, documentation, recommendations and support for MCFRS labor relations in coordination with other MCFRS staff.
  • Researching labor issues that are sometimes unclear and/or non-standard using available databases and other sources to determine the proper course of action.
  • Performing other job-related duties

Qualified candidates will have the following knowledge, skills and abilities:

  • Skill in explaining and defending ideas and positions, both orally and in writing, and persuading individuals and groups to support assigned decisions.
  • Knowledge of analytical techniques to conduct studies, to analyze findings, and to make recommendations concerning effectiveness, efficiency, and productivity of assigned programs(s).
  • Ability to deal tactfully, effectively, and equitably with people.
  • Knowledge of business and management principles involved in strategic planning, resource allocation, human resources, leadership techniques, and coordination of people and resources.
  • Knowledge of principles and procedures for personnel recruitment, selection, training, compensation and benefits, labor relations and negotiations, and personnel information systems.

Qualifications:  Five (5) years of professional experience in a program/specialization area related to Human Resources, Business Administration and/or Labor Relations and a Bachelor’s degree.  Candidates with substantial knowledge of labor law, employment practices and other human resources functions, and a Master’s or Juris Doctorate  are strongly desired.  Position is located at the Public Safety Headquarters in Gaithersburg, MD.  Selected candidate will be required to submit to a background investigation as well as a drug and alcohol screen.
