The Business/Administrative Associate, Assistant Director of Human Resources will provide proactive HR consultation directly in support of the operational needs of across all units within the East Saint Louis Education Center enterprise to include:

  • East Saint Louis Center
  • Head Start/Early Head Start
  • Various grant programs

Additional critical initiatives will include engagement of the workforce to build collaborative, high trust relationships with all levels of managers and employees. The Assistant Director will also work with employee populations to provide service and support in a variety of HR functions, with an emphasis in recruitment and staffing, all employee engagement and advocacy programs, labor and employee relations, union contract administration, Civil Service and University policies/procedures administration, relationship building, compensation education and coaching, Human Resource training, payroll, benefits, legal compliance, and other HR activities. Further duties and responsibilities may be assigned based on the needs and goals of the department.

Minimum Acceptable Qualifications

  • Bachelor's degree with major in Human Resources, Business Administration, Management, or field related to the Human Resources discipline.
  • At least four (4) years recruitment experience required, including all facets of the recruitment and selection process such as candidate sourcing, diversity, talent management software, and on-boarding.*
  • At least four (4) years HR experience that includes managing investigations, ensuring management actions are aligned with collective bargaining agreements, attendance, behavior & performance issues, interpersonal conflict resolution.*
  • At least two (2) years demonstrated experience in labor and union-management relations.*
  • At least two (2) years of professional - level accounting, managerial and or business experience, including one year at an administrative level.*
*All experience can be concurrent.

Preferred Qualifications
  • SPHR/PHR certifications preferred -Experience working within public sector organizations
  • Demonstrated experience working with FMLA, ADA and Legal Compliance
  • Proven ability to handle extremely sensitive and confidential information with a high degree of professionalism and keep issues confidential
  • Proven ability to multi-task and manage competing priorities in a fast-paced environment
  • Strong interpersonal, communication, organizational, administrative and customer service skills at all levels of the organization
  • Must be committed to incorporating security in all decisions and daily job responsibilities
  • Proficiency with Microsoft Office Suite
  • Ability to prioritize and manage time effectively
  • Excellent planning, organization, written and verbal skills, and strong attention to detail
  • Must be an exceptional listener
  • Self-starter who is able to work independently, virtually (in some situations), and in collaboration with multiple departments to achieve goals
  • Must have ability to work in ambiguity and complexity; is flexible and agile; able to adapt to changing business environment and client needs

Posting Salary

$5,197.25 monthly.
