This position is located in the Office of the Chief Information Officer (OCIO). The purpose of this position is to manage the operations of the branch; provide leadership; subject matter expertise regarding NLRB's local and wide area network infrastructure; operate the network facilities; perform fault, configuration and performance management for all aspects of the network and telecommunications architecture.


  • Developing AIS network project plans, operating plans, and supporting budgets; determining scope, methods, and resource requirements and schedules for AIS network projects and supporting analyses; coordinating actions required to implement new technology and AIS network projects.
  • Establishing the organization's technical and workload objectives, developing and implementing operating policies, process, procedures and support program requirements; establishing working relationships with other internal groups and external agencies and contractor offices, and acting as an interface to ensure prompt and reliable service to the user community.
  • Providing advice, counsel or instruction on both administrative and technical work matters.
  • Reviewing existing operational processes and techniques, identifying deficiencies, and proposing solutions for any problems found, performing cost/benefit tradeoffs for those solutions, and developing transition plans to implement the solutions.
  • Planning the work to be accomplished by the unit, assigning work to employees, and establishing production or quality standards for the unit's work; conducting formal performance reviews; and identifying and providing for the developmental and training needs of employees.
