What You'll Do

Assists in formulating and recommending program goals and objectives in all areas of Labor Relations. Helps develop, implement, and administer (through a variety of techniques such as quarterly meetings) the management-labor relations area of the personnel program in an effort to improve labor relations. Responsible for administering Labor Relations activities according to established guidelines and sound administrative practices to include recommendations concerning termination, disciplinary, and commendatory actions of all assigned personnel.
Personally assures that the company is in compliance with the Collective Bargaining Act. Assists in developing and administering procedures and the personnel policies and procedures as they relate to Labor Relations. Investigates problems, such as: working conditions, disciplinary actions, and employee and applicant appeals and grievances. Prepares and presents required and special reports. According to circumstances, provides guidance and recommendations for problem resolution to departmental officials and individuals. Performs other duties as assigned or as may be necessary. Verifies and validates document revisions using approved procedures, technical content, and historical information. Revisions are reviewed with Labor Relations Manager prior to release for approval and implementation. Maintains records as required for the control, distribution and accuracy of work assignments and documentation.

Labor Relations Senior Associate level will have some experience applying the basic principles and theories of labor relations, as well as capabilities to solve a much wider range of complex technical problems with some autonomy. Requires Bachelor’s degree plus minimum two years relevant work experience in labor relations.

Labor Relations Specialist level builds on the experience and training listed in the previous level, demonstrating competencies in labor relations, and will also have demonstrated capacity to manage and lead complex projects across organizational units. Requires Bachelor’s degree plus minimum five years relevant work experience in labor relations.

Minimum Job Requirements 

Bachelor's degree in Human Resources, Labor Relations, Business or related field with a minimum of 2 years of relevant experience OR a
Master's degree in Human Resources, Labor Relations, Business or related field with a minimum of 1 year of relevant experience.

Ten or more years of relevant education, training, and/or progressive experience may be considered to satisfy educational and years-of-experience requirements for this posting.

  • Possess considerable knowledge of labor relations, the principles, practices, and procedures of Human Resources Management
  • Be able to research information and analyze data to arrive at valid conclusions, recommendations, and plans of action

  • Have the ability to administer grievance procedures, prepare for and advise on matters pertaining to arbitrations, conciliations, negotiations and federal and state labor legislation
  • Be able to prepare comprehensive reports and represent ideas clearly and concisely, both orally and in writing
  • Have the ability to exercise considerable judgment and discretion in establishing and maintaining good working relationships with solid communication and interpersonal skills
  • Have the ability to handle confidential personal material with tact and discretion
  • Have the ability to follow verbal and/or written policies, procedures, and instructions; prepare and present accurate and reliable reports containing findings and recommendations; and perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines

Requires a Q clearance; however all qualified candidates will be considered regardless of their current clearance status. The ability to obtain and maintain a Department of Energy Q clearance is required.

Position may require entry into Materials Access Areas (MAA) and participation in the Human Reliability Program (HRP). If HRP is required, candidate must complete a counterintelligence-scope polygraph, pursuant to 10CFR 709. Medical requirements may apply.
