    This position is in the Special Counsel and Labor Relations Office. The incumbent will manage labor and employment matters arising under the various components of the Civil Service Reform Act of 1978, as amended, and related statutory and regulatory provisions governing other aspects of Federal sector employment and general law including procurement.

    Responsibilities

    The selectee of this position is responsible for performing the following duties:

    - Appearing on behalf of Agency management in contract negotiations, arbitrations, hearings, and/or trial proceedings;
    - Serving as lead in negotiation impasse proceedings before the Federal Mediation and Conciliation Service, and the Federal Service Impasses Panel;
    - Litigating and drafting motions, briefs, and/or other pleadings before administrative judges, arbitrators and/or appellate court/bodies; and
    - Providing day-to-day advice to management regarding labor relations, employment and/or fiscal and other general law issues.
