The Superintendent invites qualified and interested persons to apply for the position of Director of Labor Relations.



Serves to represent NEWARK PUBLIC SCHOOLS administration in negotiating fair and equitable collective bargaining agreements and is primarily responsible to ensure that polices, management and supervision appropriately reflect and administer the tenants and terms of each contract as they relate to each employee within the school district.

1. Juris Doctorate degree

2. A minimum of five years of experience in personnel administration, negotiations with multiple collective bargaining units, contract administration which includes grievance arbitration and PERC/Labor Board proceedings, and labor management relations.

3. Considerable knowledge of the content, application and interpretations of pertinent statutes and administrative codes of the State of New Jersey that specifically address personnel administration for civil service employees, which includes but is not limited to N.J.S.A. 18A:1-76, N.J.S.A. 34:13A1-35,N.J.A.C. 6:1-30 and N.J.A.C. 4A:1-10.

4. Knowledge of N.J. Family Leave Act, Federal Family Leave Act, Fair Labor and Standard Act, and any other state or federal laws applicable to employers, municipalities and state entities.

5. Strong interpersonal and communication skills.

6. Strong analytical and problem solving skills.

7. Proficiency in resolution of grievances and inter/intra departmental conflicts.

8. Adhere to all court and contract deadlines.

9. Calculate and review salary guides for each collective bargaining agreement.

10. Manage, calculate and execute incremental cost(s) from previous year’s contract into newly negotiated contract(s).

11. Develop comparisons to other (state operated) school districts.

12. Determine average salaries and benefit costs of Newark Board of Education


1. Under direction from the District Superintendent and the Assistant Superintendent of Human Resource Services assists in labor contract negotiations, post negotiation, contract administration, and does related work as required.

2. Supervise support staff.

3. Manage grievance resolution and reporting.

4. Maintain labor relations central case docket.

5. Assist in preparing management agreements and counter agreements with negotiating unions.

6. Studies and interprets collective bargaining agreements and current labor market conditions to assist in establishing policies and operating procedures.

7. Resolve conflicts between departments, unions and jurisdictional problems between unions between unions.

8. Review labor contracts to ensure management adheres to contract specifications.

9. Serve as a liaison with other departments and agencies in order to alleviate management and administrative problems.

10. Perform all other responsibilities consistent with the department’s goals in order to meet the needs of the district schools or other central office departments.

11. Knowledge of Microsoft Office (Word, Excel, and MS Outlook), PeopleSoft or a related software program preferred.

12. Ability to draft, reviews, and submit post-hearing briefs, letters briefs, or closing arguments to arbitrators, mediators and the Office of Administrative Law.

REPORTS TO: Assistant Superintendent of Human Resource Services


1. Salary Range: $110,000- $125,000

2. Employment Period: Twelve (12) month

3. Union Affiliation: Non- Union
