Position Description

Natividad is currently seeking to fill a full time, permanent Employee Relations Representative II in the Human Resources Department. Incumbents in this class are expected to perform varied and complex technical assignments in all areas of employee relations without detailed guidance and instruction. 
Examples of Duties

  • May serve as a department spokesperson, serving as note taker
  • Prepares written summaries in narrative, outline or graphic form of employee relations data including benefits, unit facts, grievance experience and disciplinary actions
  • Gathers, prepares and analyzes technical and statistical data for use in negotiation of labor agreements, grievance processing, mediation, arbitration, fact finding, and other employee relations activities
  • Interprets and explains provision of the memoranda of understanding, labor law, and of County resolutions and policies related to Employee Relations to Human Resource staff, department heads, management and supervisory employees
  • Advises Human Resources staff, department heads, management and supervisory employees in employee relations matters and participates in the resolution of problems related thereto
  • Responds to inquiries related to County salaries, benefits, memoranda of understanding and negotiations, EEOC and DFEH claims
  • Conducts investigations related to salaries and benefits including the planning and execution of surveys
  • Arranges for and assists in conducting necessary elections for either certification or decertification of employee organizations
  • Prepares resolutions, memoranda of understanding and other documents for review by the Employee Relations Officer
  • Develops and recommends County positions regarding negotiations, grievances, disciplinary appeals and employee organization requests
  • Keeps current on new trends, developments, court cases and legislation in the labor relations field
  • Assists with and/or performs preparation investigation and coordination of contract maintenance and negotiation processes including grievance processing, disciplinary actions, appeals mediation, arbitration, and fact finding
  • Makes presentations and prepares reports and comprehensive correspondence

Will have proven track record demonstrating the following knowledge, skills and abilities:
Thorough Knowledge of
  • Principles and practices of collective bargaining of dispute resolution including mediation, arbitration and fact-finding
  • Contract administration and maintenance including the principles, practices and procedures of processing grievances and appeals
  • County, state and federal laws and regulations related to employer-employee relations, Fair Employment and Equal Employment Opportunity
  • Disciplinary principles, practices and procedures
  • Research methodology and basic statistics
  • Accepted principles and practices of public personnel management.
Skills and ability to:
  • Understand, interpret and apply appropriate provisions of applicable laws, ordinances, rules, regulations resolution, memoranda of understanding, and operating procedures
  • Recognize and effectively respond to problems of a sensitive or political nature
  • Effectively communicate orally with officials, managers, supervisors, other employees and employee organization representatives and the public in order to present information, recommendations and policies and/or to gain concurrence and cooperation through discussion and persuasion
  • Communicate effectively in writing including skill to prepare clear and succinct reports, graphs, correspondence and statistical reports
  • Establish and maintain cooperative working relationships with County officials and managers, employee representatives, employees, peers and members of the public
  • Plan, organize and conduct research, investigatory and statistical work.
 A typical way to acquire the knowledge, skills and abilities listed above is:
Completion of the requirements for a major in public administration, personnel administration, industrial relations or a closely related field.
Three years of increasingly responsible experience in personnel and/or labor relations in a capacity which included at least two years participation

  • Natividad requires that all incumbents pass a pre-employment physical/medical assessment. 
  • Natividad will conduct a thorough background and reference check process which includes a Department of Justice fingerprint check. 
  • Employees who drive on County business to carry out job related duties must possess a valid CA Driver License for the class vehicle driven.
  • Employees must have and show their original Social Security Card and a valid CA Driver License or CA State ID prior to the first day of work.
  • Incumbents may be required to work all shifts, including weekends and holidays
